US Defence Secretary Chuck Hagel has said American intelligence believes "to some degree of varying confidence" that Syria has used chemical weapons.
It was suspected that sarin gas had been used against rebels, he said while in the United Arab Emirates.
Mr Hagel said the use was "small scale", and did not give details.
The White House has warned chemical weapons use would be a "red line" for possible intervention, but says this intelligence does not represent proof.
Speaking to reporters in Abu Dhabi on Thursday, Mr Hagel said "our intelligence community does assess, with varying degrees of confidence, that the Syrian regime has used chemical weapons on a small scale in Syria, specifically, the chemical agent sarin".
"It violates every convention of warfare," the Pentagon chief added.

Tony Blair Urges Syria Intervention: 'The Cost Of Staying Out May Be Paid At Higher Price Later'
The cost paid by the West for not getting involved in the conflict in Syria could be higher than that of intervening in the civil war, Tony Blair has warned.
The former prime minister said the "predominant emotion" in the West was to stay out of Syria, where rebels are battling to oust Bashar Assad and his regime, and avoid becoming embroiled in the politics of the region.
But in a speech on political leadership he warned that the cost of staying out "may be paid in a higher price later".
Blair said the situation in Syria was one of many "ugly choices" facing leaders, including on Iran's nuclear ambitions and economic policy.
Speaking in Jerusalem, Blair said: "The best short-term politics will often pull in the opposite direction from the best long-term policy.
"So much of the sentiment in the Western political economy is anti-business and particularly anti-the banks.

I think you can put that down to a bad dream. I honestly don't think that will happen; there isn't enough money in it for him. He does such a great job for the establishment as a general gobshite-whore working on the outside, and he's been royally awarded to do so.

They’re very good at explaining things in a way that sounds reasonable. They’ve been practicing it their entire lives all through the debating clubs at elite public schools and universities. They’re highly skilled at framing an issue. You know, most people still believe that Kosovo was a just war (we know for a fact from parliamentary documents that it wasn’t) that was fought for the right reasons (we know for a fact from parliamentary documents that it wasn’t) and that it helped ease the ‘ethnic cleansing’ (we know for a fact that the opposite is the case and that the government was continually warned of this months in advance). I’m sure most people think that the place is great now, like they probably think Libya is great now that tyrant Gaddafi has gone. It’s not because people are idiots, it’s because they’re very skilfully mislead.
